How can the Hampton Roads Planning District Commission ensure that its public engagement processes reflect its values in practice? For my Master’s degree capstone project, I assessed the PDC’s current engagement methods through deep document analysis, best practice benchmarking, and key staff interviews, to deliver the Hampton Roads Community Engagement Compass: a practical toolkit for guiding equitable, accessible, and transparent public participation processes.
